How to rotate PDF pages on Mac
Two different fixes for a sideways page, and it matters which one you use.
Scanned pages come in sideways constantly, and there are two completely different ways to deal with it.

Select what needs turning
One page from the thumbnail rail, or several from Organize Pages. It is usually several: a batch fed in the wrong way produces a run of them.

Rotate left or right, 90° at a time. Do it twice for a page that came in upside down.

In a scanned document, look through every thumbnail rather than only the page you noticed. Mixed orientations in one document are common and easy to miss while scrolling.

⌘+S. Now everyone who opens it sees it the right way up.
Text recognition reads a page more accurately when it is the right way up. If a scan needs both, rotate first and run Make Searchable afterwards.
Landscape pages that belong landscape
Not every sideways page is a mistake. A wide table or a plan is often published landscape on purpose, and rotating it makes the document worse rather than better. Two better options: switch the view to horizontal scroll, which suits wide documents, or rotate the view only, which changes nothing in the file.
Pages that are slightly crooked
Rotation turns a page in 90° steps. A page scanned at three degrees off is a different problem, and the practical fix is usually to rescan it straight — particularly if you intend to run text recognition, which reads a straight page noticeably better than a crooked one. Cropping can tidy the edges, but it cannot square up the content.
